According to US 

Originally, I never really tried to figure out what this song was even about.  I just couldn't get past the Looky High Looky Low (or the Tuba).  Now, actually, having it follow The Unhappy Ending, it's actually almost a nice uplifting change.  At least it has a "happy" feel to it.  I also could never come up with a good theory as to why Rick would be writing about the Civil War.  Maybe he was reading a book about that period at the time, or something.  For some reason, when I hear the whistling, I think of the Andy Griffin Show. - rlh
